Problem is, all of these are against Microsoft's licensing agreements, and in some cases are against the law. They may be "legit" keys purchased in an area with cheap prices (say, Indonesia) and resold in the West. They may be "legit" keys purchased with stolen credit cards. They may be "individual" keys stolen from a small business or individual. They could be stolen non-profit (formerly Open Giving) keys, which work similar to Volume License Keys, only are for charities. Rather than have to keep track of 17,000 license keys, Microsoft gives big companies like Ford or GM one (or more) keys to use throughout the organization. They could be stolen Volume License Keys. The keys these "vendors" supply come from a variety of sources: These "deals" should be avoided at all costs.
